Detroit mayor is also the special administrator of Detroit Water Department from the 1970s, so when Kilpatrick was in charge, he used his special administrator authority to bypass the water board and City Council on three controversial contracts, which made the headlines in The Detroit News January 2006. With 53% of the votes, Kwame again won the election.
